هُوَ ٱلَّذِى خَلَقَ لَكُم مَّا فِى ٱلْأَرْضِ جَمِيعًا ثُمَّ ٱسْتَوَىٰٓ إِلَى ٱلسَّمَآءِ فَسَوَّىٰهُنَّ سَبْعَ سَمَـٰوَٰتٍ ۚ وَهُوَ بِكُلِّ شَىْءٍ عَلِيمٌ
“He it is Who created for you all that is in the earth, and He directed Himself to the heaven, so He made them complete seven heavens, and He knows all things.”
Al-Baqarah 2:29

Allah created for humanity all that is on earth, then turned toward the heaven and formed them into seven heavens. notes that the order here — earth first, then heavens — is the order of divine address to humanity: the gifts closest to our experience come first, then the vaster creation is revealed. The phraseHe is Knowing of all things(wa huwa bi kulli shayin 'alim) closes this verse by grounding the entire creation in divine knowledge. The universe was not created by accident or blind force but by a Creator who knows every particle of it. The human being who reflects on this lives in a cosmos that is, at every point, held by a knowing and purposeful Lord.
