“Or like abundant rain from the cloud in which is utter darkness and thunder and lightning; they put their fingers into their ears because of the thunder peal, for fear of death, and Allah encompasses the unbelievers.”

Or it is like that of a rain storm with darkness, thunder, and lightning approaching. They cover their ears for fear of thunder and death. God encompasses those who deny His words.

Tafsir
The second parable of the hypocrites — a rainstorm from the sky bringing darkness, thunder, and lightning — captures a different dimension of their condition: the terror they feel in moments when the truth breaks through. The thunder and lightning represent the moments of divine warning or crisis when the veil of self-deception is torn and the hypocrite glimpses the reality of their situation. Their instinct is to cover their ears against the thunder, to wish for death rather than face Allahs light. notes that fear without faith is the most agonizing of spiritual states: one feels the power of the Divine but refuses to turn toward it with trust.
